Indian Ocean Migration Diplomacy Initiative

The Ocean Is a Migration System.

The Indian Ocean does not separate nations. It connects them, through labour, remittances, diaspora, and displacement. IOMDI is the first initiative designed to govern that connection with diplomatic seriousness.

IOMDI treats the Indian Ocean not as a geographic boundary but as an integrated migration system, one that connects East Africa, the Gulf, South Asia, and island nations through labour corridors, maritime routes, and diaspora networks. The initiative produces research, convenes diplomacy, and co-designs governance frameworks across four strategic corridors.
